Yes there is a load off stuff winging around the EU parliament at the moment.
Most of the anti-tampering legislation is already law in Germany, they are trying to make it Europe wide.
As far as I am aware filtering is only being talked about at the moment.
Bikes over 7 years old banned from town centres is purely French.
Hi-vis is now law in two countries, I don't think this issue will ever go away.

MAG is fighting hard against many of these laws but at the end of the day they only have so much money to fight with, for £25 pound a year membership you can help them out. Part of MAG's funds along with other riders groups across Europe go to part fund FEMA.
Not only are these bad news on controlling what we can do they also will effect the resale value of your bike. The demand for bikes will plummet >
I've signed them both, but with reservations - if the people writing these things want them to be taken seriously they should do at least two things:
1. Get their facts straight - for instance, air cooled bikes aren't going to blow up in a traffic queue FFS! (filtering is illegal in the States, but in the days of old the streets weren't littered with blown-up air cooled bikes during rush hour) :
2. Learnt to spell and punctuate correctly - politicians will give something a lot more credit if it appears to have been written by someone who is at least reasonably literate (helps even more if the subject about which they're petitioning is accurate). If the writer can't spell, they should have their hard work checked by someone who can... :
