Annoying, isn't it, coming round a bend or a roundabout and finding yourself faced with the road surface covered with mud, oil, diesel etc.
Worse of all is having to foot the bill when you drop the bike, or even worse, due to any of the above.

Ok, so you'll have the nause of having to register first, but at the very least, you'll have a record of previously reporting a hazard if you actually do have an accident because of it.
Personally, I've been reporting to the Council about their contractors covering the road with sh*te at Hilperton roundabout for the last couple of days now.
