Sounds like bikers in Harlow need to organise a large noisy rideout round the streets the local Councillors live on between the hours of 0001 and 0959
Nanny state is going mental again. So again, one or two people act like arses and everyone has to pay.
What happens if 3 motorcycles that aren't riding together happen to be on the same stretch of road?
From looking at another article it sounds more like they have a problem with young people behaving antisocially, and it's a knee-jerk "doing *something* is better than nothing" reaction. Should be interesting to see how it plays out.

How about just taking the traditional method of finding and punishing the culprits?
It also bans instructors with a few learners. What about police, paramedic, blood bikes etc.

Most of the issues they raise, copied below, are illegal via existing legislation. Why the need for a new by-law?
Excessive noise.
Danger to other road users including pedestrians.
Damage or risk of damage to private property.
Any nuisance to other persons not participating in the unauthorised ride
Driving at excess speed.Driving in convoy.
Racing another motor vehicle.
Performing stunts.
Sounding horns.
Playing loud music.
Dropping litter.
Shouting or swearing at, threatening or otherwise intimidating others
Well, Well ... a bunch of antisocial moped riders, tearing up the streets and making a bit of noise .... clearly they have never encountered a dozen Vulcans with Vance & Hines pipes! Richard
