Minor victories don't equal major change. To change the system you need power and power comes from the ability to and will to use large scale violence in order to deprive your enemy of liberty or life, in the modern world that comes from the barrel of a gun.
Most of the dictators knew this Hitler introduced gun control, Stalin effectively removed all firearms in private ownership as did Mao. We are a disarmed impotent populace, sure some vote every few years but they don't vote for any kind of change we simply decide which self serving crony gets his turn to use the 10 Downing Street silverware. The only way to change that is to bring it all crashing down, when the current cabinet are being disposed of Ceausescu style on live television then we may finally be able to build a democratic form of government that serves the people till then the "will of the people" is not something that is ever going to feature in our political system.
The upper classes and their lackeys have and always will view the proletariat as little more than pawns to be traded. In this country it seems we have not only accepted that but become so apathetic to it that we actively help them further this exploitation while fooling ourselves with some false belief we have any ability to effect change using the current system.

Ecellent last post WR6133 and and I'm in agreement. Civil disobedience and peaceful protest will bring down a regime, but as you point out it is unlikely to result in any major change. Unfortunately, revolutions/rebellions are usually messy affairs. We only have to look around all corners of the globe to witness violent struggles of disenfranchised populations. Ukraine's future is balanced on a knife-edge and we could all get sucked in if it escalated.

None compliance to the system would work only if everyone does it. 9 am tomorrow if everyone stopped work the criminals would lose their power that instant.
Trouble is most people don't realize the system is broken. As long as they get to watch Eastenders then life's fine
