only my thoughts but:

probably a yes to parts A+B.

if you have never welded before it will turn out like a dogs dinner and the welds will never pass inspection for MOT's etc and will in all likelyhood be dangerous, ie, come apart at the first bump in the road.
which could be quite interesting if were to be say, headstock to frame

money would be better spent on having the welding done professionally
