Reading the article say that is a remote sensor & the camera is elsewhere. If this is true then the Police could be sat anywhere & still catch you speeding. Is this true?

Reading CMS's product info, I'd say no.
It is indeed a sensor for a remote camera, but the camera must be a fixed unit (see in the background of the bottom pic) as there will be a timing delay between the sensor and the camera. What it could mean is that rather than buying lots of cameras and leaving them idle the police buy lots of sensors and erect a camera when the want to.

Thats an old one now - I first saw this (on another site) circa 3 years ago i think.
