Here's another take on it. The Royal Family know that the press will follow them everywhere, even Will knows this.
Perhaps an advisor should have said it's not appropriate for the Future Queen to be sen Topless in public. If she wants to go Topless then do it absolute privacy.

They must be fully aware that Kate is going to be phtographed at every opportunity.
Someone (if not themselves) should have been looking out for their privacy let alone their protection detail making sure they couldn't get shot !!
If they take their clothes off where they can be seen then what do they expect.

I don't think that they were aware that they could be seen from anywhere at the time...
I'm pleasantly surprised by the restraint shown by the UK media on this matter, though I dare say that Murdoch's vermin at News International have resisted publication purely on the grounds of the inevitable backlash that would follow, rather than any moral standpoint...
