I think it is important to distinguish between the different tiers of local government and not be tempted into slotting them all into the same pigeon hole. Parish/Town Councils in England are the first tier of local government giving people a say at a very local level on proposals which affect them and are often at the heart of a thriving local community, forming a key part of the democratic process. As a democratic socialist I believe any statuary body which devolves power away from the centralized bureaucrats who don’t understand the concerns of local people has got to be a good thing. Councillors who serve on Parish/Town councils are elected by the parishioners who reside within its boundaries and are registered on the electoral role. Concillors are not paid, but they can claim allowances/expenses in certain circumstances, most do not however. Just wanted to clear that up to avoid any misunderstanding.

That is not entirely true. County Councils set the annual charges, but only after consultation with the other stakeholders such as the lower tiers of local government and the police authorities in most cases. Collection is carried out on their behalf by the following;
In England,326 councils collect council
tax:
201 district councils
33 London boroughs
36 metropolitan district councils
56 unitary authorities
County councils do not collect council
tax themselves
Mendip collects ours
No ours in Tidworth has increased yearly and the increase everytime is listed as the Parish council, it is collected by Wiltshire council but the Parish council has a part in that, that being the only part that has increased (it clearly shown in the booklet explaining how it breaks down).
I'm very cynical of our parish council a read of their records/expenditure shows suspicion that they are as honest as a 3 pence coin.
Along with the other recipient bodies of council tax budgets The Parish council submit their request to Wiltshire and they take the decision to set the charge based on the information provided. Have you challenged the treasurer of Tidworth Parish Council regarding your serious allegation? And if so what was there response?
Sorry Graeme I just don't understand why Somerset Council does not collect ours not that it really matters. Anyway I was just trying to clear up the apparent misunderstanding that Parish councillors received payment. Back to the footie then Lol;)
Are you sure your overall Council Tax payment has increased rather than the individual percentages of where it goes? Mine hasn't and I'm local to you

Graeme, please accept my apologies for correcting you earlier, I did not realise that Wiltshire is a unitary and not a County Council which now explains why I was confused (not very hard). I take it you have no district council in your area then?
No, the 4 districts and the County Council merged in April '09 to form a Unitary.
Still separate though is Swindon Borough Council.
