It's a choke.
The only other lever it could have been was timing, but none of the bikes shown (1963 Matchless G2 and 1963 Triumph Tiger cub) had manual timing controls.
He's probably having to close the choke to get the cold engine to run up the rev range. Bear in mind this would not have been shot in one go so the bikes were probably cold in most scenes.
