Justice Secretary Kenneth Clarke announced that speeding fines are to rise from £60 to £100.

Is this penalty increase about road safety or just another stealth tax?

I could see this fine rise being implemented from both a Road Safety aspect and Tax aspect... but more for a stealthy tax hike on that ;)
